赤字のaddressですが、これは簡単。かたい表現で「に取り組む、専念する」という意味があります (『ウィズダム英和』)。例えばLDOCEでは"if you address a problem, you start trying to solve it"と定義されています。もうちょっと見てみるとOxford Dictionary of Englishですと"think about and begin to deal with"とあります。この用法は、結構新聞の政治批評や政治面で使われているような気がします。
