久々の投稿です。自分もYusukeさんの真似をさせてもらって、BBCの記事から落ち穂拾い。
stake、という単語を取り上げようと思います。自分はこの論文を読むまで、stake-holder、という言葉を通してしか知りませんでした。そう、この言葉は、ご存知のように、（基本的には）株主、を表します。そのときのstakeの意味は、株（等の資産）、です。ただ、Cambridge Dictionaryに定義されているように、

a share or a financial involvement in something such as a business

という意味ですので、文脈によっては、株よりも広い、取引先全体を表すこともあります。
Sorry to digress。本題に戻りましょう。この記事中での、Stake、は、the stakes couldn't be higher、という使われ方をしています。この記事全体は、人類が絶滅するかもしれない数々のリスクに現在さらされていることをしっかりと認識し、考えていきましょう、みたいな文脈なので、ここで上の、株主、をあてはめても、ちんぷんかんぷんです。実は、Stakeには、リスク、という意味もあります。例えば、rase the stakes、の意味は、

to make a situation more urgent or more difficult to ignore

ということになります。よって、the stakes couldn't be higher、というのは、リスク（危険性）がこれ以上高まることはない、すなわち、危険性は最高潮に達している、のような訳になると思います。
